Dec 25－26, Ministry of Information Industry hold "2007 National Software Industry Work Conference " in Hangzhou. And with Ministry of Commerce, The Ministry of Science & Technology conferred licenses of "China Service Outsourcing Base City". Thus, there are 11 "China Service Outsourcing Base Cites ",[link widoczny dla zalogowanych], which are Dalian, Xi'an, Shenzhen,[link widoczny dla zalogowanych], Shanghai, Changsha,[link widoczny dla zalogowanych], Beijing,[link widoczny dla zalogowanych], Tianjin, Jinan, Wuhan, Nanjing and Hangzhou.
This work conference was the summary to software work of state since No.18 File was published; it newly standardized the definition of "Software"; it presented the new support policy releasing; it deployed software and service outsourcing work in the future. In conference, it exchanged each province and domestic large software companies' experiences.
